I've made a irssi script, I don't know much about bitchx, but if it supports perl scripting, I'm sure you could just mod mine a little bit. http://illego.net/temp/remotenp.pls

just setup a local httpd or use curl to upload it (http://illego.net/get.phps) like in the np sig. hope this helps.
